A 17-year-old was ticketed for breaking curfew, should he have been given a break in this situation?

A 17-year-old Ontario driver was fined $561 for violating COVID-19 restrictions. He spent the day with his father who lives in Aylmer, Quebec, ice fishing. He lives in Ontario and was making his way back home 12 minutes away from the provincial border when police pulled him over and charged him. 

The son's father stated that his son was driving slower than usual due to weather conditions.

The curfew requires residents to be in their homes between 8:00 pm and 5:00 am effective January 9 until February 8.
